Again, I'm not asking if the recommendations are a good idea, or whatever. I'm trying to understand
how they are supposed to work in the first place. Some people seem to think that,
as written, these recommendations permit perks that are otherwise "Style" (in
Martial Arts) or "Combat" (in Power Ups 2)
above the 1/20 and 1/10 limits. I do not understand where this is coming from. Either I am misunderstanding the recommendation as written or these other posters are.
