They were invented to identify those needing extra help. But so many have misused it to push some really stupid agendas.
That makes me wonder if the Zho have competing tests for determining the power/value of psychic powers.

Sure, but the questions are asked out loud, which takes multiple seconds per question and gives the test subject the opportunity to try to control his reactions so as to fake being a "good human".
