KOTD monster question

Ok so i kicked open the door and find a Plutonium Dragon and i'm level 1.

it states "Will not pursue anyone of Level 5 or below"

does this mean if i can beat him i am able to fight him
or does this mean if i cannot beat him i run automatically?

OR does it mean since he will nto pursue me he goes to my hand instead of the discard pile?
