Correct. You would have to ask David Pulver about why – that part of things was his bailiwick in GURPS Vehicles and the GURPS Basic Set, Fourth Edition – but I can confirm that GURPS scales damage with the 1/2 power of kinetic energy, so it's effectively proportional to v (and to m^(1/2)).
