Well, Traditional Trappings are a different animal than consecration. As hinted at in MH1 and made really really explicit in GT:RPM, the discount for TT should reflect (among other things) how obviously they tie into the ritual in question. So if the GM gave the caster a modest discount for "TT appropriateness," then anyone looking at the TT should be able to make a Thaumatology roll to guess at the type of ritual being cast. If the GM gave a huge discount, then no roll should even be required -- even a big-city beat cop looking at the TT should think, "What the hell was this, some kind of ritual to blind someone?" even if he doesn't believe in such things.

(There are two or three "systems" for determining the TT discount in the new book, depending on whether or not you consider "whim of the GM" a system.)
