The rules say, "One-shot items, such as potions, may be played directly from your hand during combat. You can also use one-shot items that you already had in play." That's on page 2, 3rd paragraph on the right column, part of the Combat section.

Actually, which version of the rules are you reading from? I can not find that phrasing anywhere in the current rules.
