This seems quite do-able, if you do a custom GDF and simply #MergeTag the vendor into the categories. Then in the categories drop-down, you can select the vendor and see what options he has. I would think you could do the same with select gear and initmods() to add a cost doubler to anything exotic to that locale. The problem with the initmod(), however, is that it would still apply it even if at a different locale where it may not be appropriate, so probably best to simply create the mod in the GDF and remind your players to add it when equipment is purchased in the appropriate locale.
