Where is Taunt?

No its not a Monty Python reference.

How many times have we seen in the movies or elsewhere where the hero does that little hand thing and it enrages the villian in a hand to hand fight, like Neo did in the Matrix.

I went looking for a skill like that in my books, but no luck. Should I use intimidation or just make up another skill or perk to cover that.
