The odd thing about that is the rules for DF 4 apparently weren't planned when DF 1 was written. The text in DF 1, I suppose, is merely the result of Kromm's incredible foresight.

As an example, some of the material* that was cut from Technical Grappling's first draft was going to appear in The Last Gasp (Pyramid #3/44) . . . but was again cut for space/topical reasons! So a rule set can be kicking around in some form or another for quite a while before it gets included. *They were included, in a fashion, back into TG in a limited form during RPK's edit.

(Can strike a flame anywhere), either as mandatory perk or an option? Or is Torch Blessing intended to replace it?

A Master of Light wouldn't need it that often - he can ignite lanterns and torches with his Torch Blessing. So it seems like it would generally be a marginal option . . .
