Vanity Plates?

The Dragon Steed card says you cannot play "Steed Enhancers" on it.

The Vanity Plates card - which looks like a Steed Enhancer, uses the image from the Dragon Steed card with a "vanity plate" on the dragon's back side.

So... this might be a really dumb question, but can you play Vanity Plates on the Dragon Steed?
