I'd guess, because it's funnier this way. ;-)
I mean, there may be some boring explanation about 20 being a cap set on all Munchkin Monsters across the board, and something to do with the distinction between Level and Combat Strength, but I'd be happy enough with the idea that, of the possible ways to make him "equivalent" to a Level 25 Monster, giving him +5 vs. everybody was the funniest way to do it. |
