The odd thing about that is the rules for DF 4 apparently weren't planned when DF 1 was written. The text in DF 1, I suppose, is merely the result of Kromm's incredible foresight.

Without confirming or denying this, there's some potential truth to that, in that often, something will come up and the writer and editor will decide "not in scope for this book."

As an example, some of the material* that was cut from Technical Grappling's first draft was going to appear in The Last Gasp (Pyramid #3/44) . . . but was again cut for space/topical reasons! So a rule set can be kicking around in some form or another for quite a while before it gets included.

*They were included, in a fashion, back into TG in a limited form during RPK's edit.

I was looking at the Master of the Light again - shouldn't it include Shtick
(Can strike a flame anywhere), either as mandatory perk or an option? Or is Torch Blessing intended to replace it?

A Master of Light wouldn't need it that often - he can ignite lanterns and torches with his Torch Blessing. So it seems like it would generally be a marginal option . . .
