Two Wandering Monster Questions

First - can a Wandering Monster be played after successfully running away from all current foes?

Second - if a Wandering Monster is played after defeating current foes, do you now have to defeat the combined levels of ALL monsters (defeated & the new Wandering Monster), or just the new one.

Thanks...loving the game so far - taught my 12 yo daughter & she can't wait to teach her Mom!
