Also, does the monster need to be on the top of the discards, or it the last discarded monster?

It's definitely the top Monster, which is very different than the Monster on top of the discards.

I love it the way it is... Just played with a group and it got majorly abused and made the user a VERY BIG target... but it's munchkin...
