We already have exactly that, though. Just combine DF3 and DF15 and you've got exactly what you're asking for.
By making them racial template + profession template + loadout, you'd simplify the process enough that you could just throw things together at the game table. Even writing down a character from a template takes significant time in GURPS; this whole plan is to let us skip that entire step.
And yes, it's setting dependent, and that's why I suggested the base templates be specifically 'generic stereotypical fantasy' while also having a short discussion on how to use them in different settings.
