All I know is, according to FASATrek, the only guys who routinely carry a phaser when on-duty aboard ship are the security officers/ratings. You know......like MP's (which is what Security basically is, when you come right down to it).



Other than that.....captain's discretion.

Communicators;
I think that as we move into the "smart phone/ always have the internets available" realty, Trek RPGs should probably reflect this by having iPhone/Android type devices that give regular access to the ship's computer. Note that there were times in TOS when communicators were carried shipboard, such as the various times Scotty was in a Jeffry's Tube trying to stop the Enterprise from blowing up. I would see the wall com panels more as backups for when your communicator was stolen/broken, or for guests.

Phaser's;
"I" would expect what ever you call the Security/MACOs/Marines/MPs to carry sidearms on duty. I would also expect Lieutenant Commanders on up to carry the small Type I "pocket" phaser on duty, if they wish, and the rest of the crew would be situation dependent.

It would also make sense to allow biometrics to render weapons inoperable to those not listed as active members of Starfleet according to the ship's computer.
Also good adventure plan to make the ship's computer think all crew have been relieved of duty.

The PADD you see in ENT does this. In TOS, we saw the big clipboard thing that Yeoman Rand carried.

In TOS the tricorder was not only a handheld scanner/"fancy RADAR gun" but also had a datalink capability to access the ships computer, in actual use on the show the datalink was generally ignored/forgotten, but it was supposed to be part of it's capabilities.

This is part of the reason that I see the "smart phone" communicator as fitting the Trek verse.

Quirks are easier. Some I can recall OTTOMH from my space games that ought to work OK in Trek too.

Never takes shore leave (always volunteers for the anchor watch)
Always trying to build a paper trail to defend myself at the "inevitable" court martial I'm sure the department head is trying to set me up for (quirk level Paranoia)
Refuses to leave duty station in a crisis (sounds like a virtue, good for fatigue penalties in a long crisis, or drawing an insubordination charge)
Hates laser launches and always trys to arrange an alternate interface (ST equivalent is probably hates shuttlecraft or transporters)
Insists on carrying an obsolete issue weapon from his early service rather than the current issue gun (would go nicely with a Weapon Bond)
Frequently quotes "Ancient Californian Proverbs" (which the player had great fun making up, not really serious enough to be an OPH, but...)
Refuses to eat non-kosher food (not to be invited to diplomatic dinners!)
Collects folk music - will take any reasonable opportunity to slip off and record the local performers. (I do appreciate players who provide plot hooks to pull them into side adventures)
Mildly allergic to the standard laundry detergent - hand washes his own clothes, when absolutely necessary. When does the Federation start replicating uniforms anyway?
