Forgot to mention, since this is the same universe as nuTrek, you could have Vulcan or half-Vulcan characters possess some sort of Obsession about finding a way to repopulate their culture (which is difficult, depending on the take one has toward pon farr.)

I think you are confusing cause and effect here.

Maybe even using the dreaded genetic engineering / reproductive technology considered EVIL in setting.

In addition to that, an equally logical course of action (on the Vulcans part) is to rapidly accelerate the unification between them and the Rommies (and relocate, of course, so they don't get obliterated by the eventual supernova that wipes out ch'Rihan) ...

That would involve Vulcan culture and unique genome being swamped by the more numerous Romulans. Highly illogical.

Ah, but as we've seen time and time again in Trek, their definition of logic can easily be massaged to cover what they want it to cover.

We already know Vulcans experience Super!Emotions, so the individuals taking this course of action might not necessarily be entirely sane (especially considering their homeworld just got obliterated.)

Something to consider, anyway.

Agreed. I'd even go so far as to say the things like Intolerance (Tellurite) for an Andorian character and vice versa would be appropriate, even for those members that are in Starfleet. Most Starfleet ships/colonies/worlds are mostly segregated. One could easily serve happily and productively within Starfleet with such a disadvantage.

In fact at that time, Starfleet was specifically an Earth Service...which is why it was a big deal to give the Vulcans one of their ships.
