Yeah, the Cosmic PM is a case of really bad wording. I know my first reading of it went to the "each and every" meaning of "all", not "sum total".

But one thing I need to ask is, what benefit does the Cosmic PM give to something like Combat Reflexes, or Striking Strength over simply being Wild? +50% is not an insignificant amount.
