Cosmic as a Power modifier costs 50%, (with a 50% rebate if you have any other Cosmic)

I understand the confusion, it's not 100% clear. But let't keep in mind Wild Advantages are also a source that cannot be neutralized despite that. It should never be better to have a Wild Power than a Cosmic one.

A low level Cosmic wipes out bigger offensive one's When Cosmic negates Cosmic, and neither ability it treated as having it, The Cosmic Power is then treated as Wild and can't be dampened.

Says "nothing can take away the wielder’s power – his abilities work on any world he visits, are present in any body he occupies, and so on."

Powers 26 "you always have access to them – nothing can neutralize your power or cut off its energy source."

Cosmic as a Power Modifier states just about everywhere it's printed that Cosmic Powers can't be taken away.

I think "any power, regardless of source" means "any source Neutralize could be otherwise purchased to work on" as Neutralize normally only works on ONE source.
