Normally, can Ship Enhancer cards be moved from being attached to a ship and being active, to being turned sideways, inactive, carried and not used, non attached, at the choice of the owning player?

No. Once a Ship Enhancers is played on a Ship, it stays on a Ship. There are explicitly stated cards which are exceptions, and the fact that they are so explicitly stated should make it clear that they are exceptions.

I have read somewhere that a ship may be arbitrarily discard during battle,
particularly if it stipulates a running away penalty. Is this true? Does this apply even without a discard penalty? Does this apply with a discard penalty imposed on the ship by a ship enhancer item? If the ship enhancer item has or imposes a discard penalty, may that ship enhancer item be arbitrarily discarded in a similar sort of fashion? |

So if the enhancer gives the ship an overall penalty, you can now choose to discard the ship the next time you are about to run away from something. You certainly can't detach the enhancer and discard it alone, but if the whole ship is now negative, it qualifies to be discarded via the other rule. |
