The pictured product, yes. It's essentially the size of a long knife, so the relevant GURPS skill would likely be Knife.

Also, it's not unheard of to see the bill hook put on the end of a pole, both as an agricultural implement and as a weapon of war. The weaponized polearm versions will occasionally have spikes and points of various kinds added: like this one, or the one in the rack here I'd treat those as pollaxes or halberds as appropriate.

Incidentally, the pole (but still tool) version of this item is generally called a bank blade. (This one has a relatively short 36" handle)

Why wouldn't you use the Bill stats from Martial Arts (or better yet the everything-but-with-corrected-stats table from Low-Tech)?
