I checked the description, and it had three 20mm autocannons (2 in one arm, one in the other). It also had a rocket launcher and mortar. Perhaps you could rule that the arm mounts are in "weapon pods" which combine two of the autocannons in one, and the other cannon and rocket launcher in the other. Either way, it doesn't seem to have Manipulators, though depending on how you interpret it the arms may count as Strikers.

It would probably make sense for guns being able to fire on their own. That level of detail isn't terribly important right now, though. I had actually considered making a thread just for statting the ED-209.
