As an alternate note you could build the ED-209 as a character by taking some limbs off the Iconic robot in Basic and drastically lowering the IQ. :)

I checked the description, and it had three 20mm autocannons (2 in one arm, one in the other). It also had a rocket launcher and mortar. Perhaps you could rule that the arm mounts are in "weapon pods" which combine two of the autocannons in one, and the other cannon and rocket launcher in the other. Either way, it doesn't seem to have Manipulators, though depending on how you interpret it the arms may count as Strikers.
