Soaring Soprano/Towering Tenor: You can shatter glass with your voice, if you succeed at a Singing roll by 4 or more points. This will destroy only small, fragile glass objects such as wine glasses; larger objects, such as windows, may be cracked at the GM's discretion. On a critical failure, the character overstrains and cannot talk above a whisper for 3d6 minutes.

Getting damage through substantial DR on the basis of having a high Singing skill is more powerful than you want, turning this into a kind of Malediction like that will drive up the cost a lot. Straight up Innate Attack (crushing, 1 point) only costs [2] (rounded up from 1.25). Targeted by Singing rather than an Innate Attack skill seems fine at +0%, so you don't need much in the way of an additional limitation (only vs glass or crystal seems like enough to me) to drop the cost from 1.25 to 1 if you don't feel you have to be able to pierce DR.

My personal ruling is no limits at all can reduce the cost of Higher Purpose, including the official Trivial Purpose perk. Higher Purpose is already vastly discounted from the what +1 to everything ought to be worth (various calculation approachs will give 40 to 70 points for that), on the basis of a lot of implicit limitations and disadvantages. It's maxed out already - discounting it a further from the 5 point base is ridiculous. A maximally limited +1 to one skill [4 points, -80% = 0.8] rounds up to 1 point, allowing it for everything for everything for the same point....

Maybe it's really a quirk: to benefit from already bought higher purpose(s) you must chant a mantra? If one must have it for role playing reasons.

To make "Mantra" balanced, it would have to also be far more limited than a standard Higher Purpose. For example "I get +1 to all rolls when defending my friends, as long as I loudly chant my mantra" is worth 4 points, not 1, as it's just Higher Purpose (Accessibility, Must be able to chant, -10%; Visible, Variant*, -10%) [4].
* "Audible," technically, but the idea is the same -- it makes stealth impossible and makes it very clear what you're doing, so your foes know that they can remove your bonus if they gag you or attack your throat. For 1 point, it would need to be more like, "I get +1 to all rolls when defending my friends from fire demons," or, "I get +1 to all rolls when defending my friends when I am the only one aware that we're under attack."
