Chi skills: what are they good for?

After reflecting on this awhile, I think part of what annoys me about many Chi skills is the huge wait to use them without penalty. Which is mainly only a big deal outside of combat. So I'm thinking the real way to use them is for an infiltrator/assassin type, who will also benefit from high IQ in other ways.
