Wizards may only take Healing college spells to fulfill prerequisites. Minor Healing would be allowed because it is a Prerequisite for Steal Energy (and a whole slew of Necromantic spells because of it). Whether or not a GM allows you to actually cast the spell, or simply requires you to take it as a prerequisite, is another matter...
