Gadget limitations are not Accessibility Limitations, they are not prized by judgement calls on how often the limitation will come into play. If whatever grants you the advantage can be stolen or targeted and destroyed to deprive you of the advantage it's a gadget and gets gadget limitations.


Though eyes might not qualify as can be stolen, taking Breakable without Can Be Stolen is still the only way to model something that grants you an advantage and is physically attached to your body and can be destroyed to deprive you of the advantage.

I disagree on both counts.
Were talking play balance and powers do not exist in a vacuum here.
If one PC gets a -50% limitation that other players dont then that limitation is going to affect the power balance among the players. Letting them get the discount without it coming into play is not fair. And the problem with something like this is once it does the PC is pretty much wrecked as a character.
And you dont have to buy some things that look like gadgets as gadgets.
Iron Mans armor is a gadget, it has been stolen and rendered inoperative many times in the characters history.
GLs ring depending on the time frame is a gadget or not.
Fates helmet is more an ally with possession.
Despite being taken away in a few adventurers Thors hammer i would usually not buy as a gadget.
Dr. Strange took it away but that was a plot device.
Odin took it away several times but I would probably call that PM- Asgardian and call it good. That also works for when Beta Ray Bill captured it and a few other "Worthy" heroes being able to lift it.
