But if an average person takes 300 ms to notice someone pointing a gun at them, ATR guy doesn't notice this in 150 ms. He's got a 300ms delay like everyone else, giving him no advantage in dodging the bullet, and no ability to rearrange his actions into other peoples turns without having IN ADVANCE declared that some of his actions were Waits. "I wait for him to shoot at me, then I run across the room and punch him in the face" yes. Not "Oh he's shooting at me! I run across the room and punch him in the face!"
