I'm pretty sure I messed up the performance stats. . .can anyone help?

ON p. VE136, it says to use 20% of the mag-lev lift for thrust, but on p. VE38 it says to make sure the vehicle is only 10-20% of the lift. This would seem to give very high top speeds. . .

Am I supposed to be using 20% of the mag-lev lift that is above that of the lift needed to support the vehicle??

For example:
Mag-lev lift is 20,000 lbs.
Car is 15,000 lbs.
so thust is 20% of 5,000 lbs = 1,000 lbs. thrust?
(cuz that's what I did. . .)
