The assumption is that spells that require magery to cast, still require magery to cast when cast through an item. That limitation could be inherent to the spell, or just because mages create items like that for their own use, not to put themselves out of jobs by letting anyone do it.

In any case, GM's are free to introduce any nonstandard spells or items that revs their motor. Have a party.
