You don't get anything like the "real" World War II with these premises. Mussolini was the original fascist, and Hitler probably wouldn't have gained power without the example of Mussolini to convince the conservative big-shots who were bankrolling him that he'd be someone they could do business with after making him into "their" Mussolini.

Why not make Red Musso an exile in Mexico who eventually takes it over? After all, his name was Benito Jaurez Mussolini. Maybe the US sends in troops when Cardenas nationalizes the oil industry?
