It's not all that insane. Police forces as we think of them are a relatively modern concept. There are many judicial systems in history where what we think of as police and even judiciary powers are exercised by all free persons in good standing (or sometimes just the aristocracy). As recently as the 17th century, it was perfectly legal (and encouraged) to summarily execute pirates on the high seas, rather than trying to bind them over for trial.
