Basically, for one combat perk, and buying the default penalty as a hard technique, you merge the two weapon skills.
EDIT: Also, you can keep adding perks, and eventually, you could have the equivalent of a Melee Weapons skill.

To buy off the default penalty as a technique is a great idea IMHO. But why is necessary a perk? The problem with that is not the 1 point cost, but that combat perks uses slots.
And how do you deal with multiple martial arts? For instance, a warrior that knows Sword and Shield Fighting (MA 199-200), buy the Two-Handed Sword penalty as a technique and later learn the Longsword Fighting (MA 180-182).
