You have learned to apply what you know on the use of a weapon into a related weapon. You must specialize by a primary weapon skill, and a secondary weapon skill that defaults to the primary one. You can now buy up the secondary weapon skill as a hard technique from the primary. You can default other skills from this default. Also, all your techniques for your primary skill can be used with your secondary skill, if applicable.

Basically, for one combat perk, and buying the default penalty as a hard technique, you merge the two weapon skills.

EDIT: Also, you can keep adding perks, and eventually, you could have the equivalent of a Melee Weapons skill.
To buy off the default penalty as a technique is a great idea IMHO. But why is necessary a perk? The problem with that is not the 1 point cost, but that combat perks uses slots.

And how do you deal with multiple martial arts? For instance, a warrior that knows Sword and Shield Fighting (MA 199-200), buy the Two-Handed Sword penalty as a technique and later learn the Longsword Fighting (MA 180-182).
