The control room system is primarily composed of the maneuver systems, sensor/com arrays, and computer networks. The actual control room itself is at most half the system mass at SM+5 and rapidly decreases as you scale up.

If you don't need that stuff, you can leave it out, but most spaceships can't perform their basic functions without those features.
