I'm pretty sure Oronis is the only Avangian and that will remain the condition of Athas until he leaves. Yes, the source material gives rules for player characters to become one, but that doesn't mean they should get the chance. There is a very small chance that anyone will survive long enough to complete the metamorphosis, which is why there has only been one Avangian. After 20000 years, if it wasn't a fluke, it would have happened again. Also, Oronis created the Preserver Metamorphosis spell.
