Yes indeed. And with cheap FTL travel as in Traveller it is much, much cheaper and more convenient to emigrate to one of the plethora of underpopulated worlds nearby than to pay a fortune and wait millennia for any substantial terraforming.

So now we just need to come up with silly, contrived explanations as to why this generally doesn't happened in the OTU... ;)
