Yes indeed. And with cheap FTL travel as in Traveller it is much, much cheaper and more convenient to emigrate to one of the plethora of underpopulated worlds nearby than to pay a fortune and wait millennia for any substantial terraforming.

Such terraforming as there my be in the Traveller Universe will be minor tweaks to improve marginally-habitable planets, not major efforts on uninhabitable hellholes like Venus and Mars.
