If you weren't level 9, playing a GUAL would earn you a level. Thus, when you're level 9, you can play a GUAL and use your pawn to get a +1d bonus to combat. It's as simple as that. :)

It says WHEN you DO something. Playing a GUAL when you are level 9 is something you CAN'T do. So I don't see how you can ever TAKE the action that you would use to trade the level for the pawn. There is nothing in that wording that states that it ALLOWS you to take an illegal action. It just says that WHEN you DO take an action that would earn you a level if you weren't level 9, THEN you can get a pawn instead.
Perhaps the intent WAS to allow illegal actions to be taken just so you could get a pawn instead of the level you weren't allowed, but the wording doesn't really make that clear, and ideally would be clarified.
