Can the quick and dirty charm rules be used for spells also when the exact time taken is not necessary to know? If that is the case would be convenient for speeding things up in game

I've never used them outside of downtime, myself. But yes, the math behind it holds whether it's for charms or normal rituals -- if they're being cast in a controlled environment, and time is completely not a factor. For an adept, I'd say you should have at least half an hour free per ritual; for a non-adept, at least half a day.
Also, the GM should realize that boiling a dozen or so rolls down to just two means that Luck and unspent character points or destiny points become much more of a factor. The stated assumption, that you'll only be using these rules during downtime, means that's not much of an issue -- the rolls are compressed for that purpose, but so is time. But if you're letting casters do it in game, you may need to forbid the use of Luck/points on these rolls. You may need to try it and see how much of an issue that is.
