In theory yes. In the real world you need some sort of mount to help support and direct the weapon.

Whenever the French were forced to dismount and face English archers without their horses the first thing they did was cut their lances down to a more manageable length. I'd give skill and damage penalties to anyone who tried using a mounted lance without a mount.
