Generally speaking, you determine 'complexity' by looking it up on a table; the complexity ratings in GURPS are broad enough that two programs that vary by a factor of three in hardware requirements are the same complexity. Also, it's not clear if programs of equal complexity but different TL are actually the same size -- since the higher TL program is cheaper (despite programmer wages being higher), it may be that it's less efficiently coded. That's probably the easiest way to deal with the fact, looking just at raw CPU power and memory, a modern laptop PC has a 6 point complexity advantage over, say, ENIAC (TL 6/7 macroframe)
