Shields DB against explosive damage?

Looks like Shattershot provides Fragmentation damage without any capital 'e' Explosive effect, which simplifies things a bit.

Failed Block - target is hit by arrow and auto-hit by frag (B415)

Block made by DB only - arrow hits shield and Damage to Shields (B484) applies. If arrow exceeds Cover DR, arrow may pass through shield and hit/auto-frag target, otherwise frag damage applied to shield and Cover DR applies again to that.

Block made by better than DB - arrow deflected/dodged in such a way that it does not meaningfully impact shield at all. Arrow may still frag if it hits a wall/floor/etc behind the target, but target will get the usual defenses against a frag effect.
