Shields DB against explosive damage?

How do shields interact with explosive damage? Where are those rules? I've been scouring my basic and MA, but maybe I'm failing my research skill.

Particular situation: archer with shatter shot imbuement shoots at a guy who has a medium wooden shield.

Can he block the arrow and then it explodes? Can he block the shrapnel? Does stopping the arrow stop the shrapnel?

How would you resolve this?
