Have we considered some kind of company scrip?

Suppose that the Federation/Empire has granted a monopoly on space ship construction and maintenance to ... let's call them the Special Hegemony in Interplanetary Transport (;-)). They then issue a special credit which is the sole form of currency that is accepted at shipyards and for payment of docking fees etc. This scrip is purchasable for normal currency, but the Hegemony controls access to it with an artificial exchange peg designed to serve their own interests.

There may be a black market - either in services or credits - but that will be all part of the fun of the campaign.
