It doesn't. It lets you do stuff like only doing 1d of damage with Force Lightning if your maximum potential is for example 10d. I somehow got the impression that such variability is important to you, but re-reading your post now I'm not so sure about that anymore. In any case, it's an option for you if you want it.

What I suggested as a means of boosting the level of abilities to better match the fiction - just buy them at higher levels. The level of an ability is what determines it's strength. Buy Telekinesis 100 or whatever if you wanna lift an X-Wing, for example. And for Telekinesis specifically, you can use the Super-Effort rules from GURPS Powers. Also have in mind that Psionic Powers include rules for Extra Effort which let you boost the level of your abilities by 10% per -1 to a Will roll you make for that purpose.
