Put it this way: If an unwilling target wouldn't get a resistance roll, you don't charge for his weight. So if the attack can be dodged, is affected by DR, etc., nope.

In the case of calling down lightning, I think you're casting it on the clouds (or the path from cloud to target) rather than on the target itself. If you were creating energy on or in your target rather than channeling an existing power source, you'd need to pay for the SM.
