Saying the victim takes half effect if they resist is basically having a resistible attack that is in fact irresistible and doubles effect if the target fails to resist, essentially denying the victim a saving roll against the lesser portion of the attack.

Ah, I see. Yeah, in terms of Afflictions there's no such thing as an irresistible power. The closest you can get may be an Affliction with a very high penalty, with a Secondary effect (which only afflicts the target if they fail by 5 or more, or critically fail). For example, an Affliction 6 power with a Secondary Effect would almost always affect a normal human target (HT 10-5), but only hit them with the second part 50% of the time.
