This is in contrast to the disadvantage Lecherous which does force a character to hit on every woman (or man) he or she meets, and each one he or she knows once per day.

I don't quite see that. Lecherous (Limited: only towards blondes) might have a Self Control number.

In fact, the disadvantage Lecherous makes a character into such a creep that a limited form of Lecherous (only towards blondes) is properly priced as a limited disad worth considerably more than a mere quirk.

Except thats not ALL he said he also said:

"Instead, you should probably hit on them because it's in character. If you don't, that's alright, though if you fail to play out your quirk too often, your GM will probably make you buy it off."

Emphasis added. "Should probably" doesn't mean "have to". It allows for the possibility that this susceptibility to blondes might manifest in some other way. However, if a quirk doesn't manifest in any way the GM ought to make you buy it off.

And it's not a Quirk, it's a Disadvantage.

Just so. It is certainly not suitable as a part of a quirk along with something else also disadvantageous.
