Emphasis added. "Should probably" doesn't mean "have to". It allows for the possibility that this susceptibility to blondes might manifest in some other way. However, if a quirk doesn't manifest in any way the GM ought to make you buy it off.

Just so. It is certainly not suitable as a part of a quirk along with something else also disadvantageous.
