Can quirks have self-control numbers?

"Likes blonds" probably means +1 to use Carousing, Diplomacy, or Fast-Talk, or Sex Appeal on them if you're blond. beyond that, it could, depending on the circumstances, cause the character to exhibit Lecherousness toward blonds, Mild Shyness toward blonds, or Intolerance of non-blonds who are otherwise romantically accessible. A self-control number is quite beside the point.

If someone won't roleplay a Quirk it's "minor penalty" time until they are required to buy it off, IMO.
