It takes quite a lot of money or very tight weight limits to make -1 DR for -60% cost not worth it. The problem isn't that you can't afford something fairly decent, it's that Cheap Heavy mail costs just over half as much as normal quality Fine Mail, protects the same, and weighs just 20% more. You might not want to due to weight and needing sword money, but you could buy inexpensive DR 4 mail covering your body, arms and legs plus a coif and still have a little bit left over.

Meanwhile in weapons, $1500 won't buy you a Fine Thrusting Broadsword, though it's plenty to own a regular-quality one.

If you're trying to buy both armor and a sword on that money, maybe look at a jack of plates? It's not very strong armor, but it's cheap and not too heavy... Or you could buy pretty good body armor, a sword, and a helmet, and just hope nobody chops your leg off...
